To conform to the National Guidelines one of our eligibility regulations has been changed. To be eligible for the state meet a swimmer must have participated in at least THREE (3) interassociation meets during the current season. This change has been made to meet the requirements for a National Sanction
The issue of Legal Bathing Suits:
I am sure all of you are aware of the controversy concerning racing suits. FINA put out a 20 page document on legal suits which was adopted by USA Swimming starting October 2009 (not January 1 as FINA did). The National Y followed the USA Swimming plan. Consult USA Swimming for the complete clarification. However a brief summary is this:
Boys suits will be from the navel and above the knee made of a textile material that meets the standards of the USA Swimming document.
Girls suits from the neck to above the knee with same as above. No arms etc for either. Modesty and Health issues shall be addressed by the Meet Director and Referee.
The Y National Committee has adopted the policy below for handling problems that may arise since it takes substantial time to change these suits . We will do the same for the State Meet. Each of our Leagues are autonomous but are strongly urged to follow these guidelines.
1. In a dual meet the swimmer is a DQ immediately since you can not wait and hold up the meet for 10 minutes
2. In a major meet, state, regional, or national the marshals and officials will be on the lookout for the problem. If they spot the problem early they will advise the swimmer to change the suit before the race if possible. If not the swimmer can swim by his/her self at the end of the event. The meet will not be held up.
3. The officials are not police. If a coach complains about a swimmer in an illegal suit the Meet Director and Referee will handle the problem.
4. If a swimmer swims in an illegal suit and it is noticed after the swim then he or she will be disqualified.
5. Coaches, swimmers and parents should be aware of this rule and make every attempt to avoid the problem.
This is for Meet Directors who wish to have a national sanction for the meet. Primarily this for League, Regional and the State Meet. There is a new East Field Representative to contact:

Qualifying Times for winter & Summer Y Nationals are updated
The 2010 State Meet will be held March 12 -14 at the University of Buffalo (not ECC). The host will be the Rochester Area and the contact person will be Brian Bradstreet brianb@rochesterymca.org
IMPORTANT RULE CHANGE: The YMCA now follows USA Swimming technical rules. National has asked that all Y's use the NO FALSE START RULE. We in New York State have used a liberalized rule for the 8 & Under and 9-10 age groups. We allowed one False Start on the field. The league commissioners have decided to go along with NATIONALS REQUEST. In The 2010 State Meet the NO FALSE START RULE will be used in all age groups. This means No recall rope will be used and the swimmer and/or coach will be notified of the false at the conclusion of the race. Please prepare your younger swimmers for this rule change.

Welcome to the New York Y swimming season 2009-10 There are many changes in Y swimming on both the National and Local level. Some of the important ones are listed below.
ANNOUNCEMENT: This year we will offering the course "PRINCIPLES OF YMCA COMPETITIVE SWIMMING & DIVING" at the state meet. To be on deck at the nationals this course is a requirement. Starting in 2010 to be a coach on deck at the state meet coaches will have to have taken this course. FINAL and UPDATED Information can be found in the section on clinics and courses.
There will be a few major changes in our state meet for 2010
We will offer the course “Y Principles of Competitive Swimming and Diving” . In the near future this will be a requirement for deck coaches at regional, state and national meets. Starting with 2010 State Meet this will be a requirement for all deck coaches at the New York State Y Championships. Thus every coach has ample time to take the course. This season the course will be given on Friday at about 11:00 am. It will end before warm-ups for the Friday session. Pre registration will be required. Each participant will have to purchase his/her own text book from the Y bookstore. The text may change before then so do not count on using the old text. The course cost will be kept to a minimum, the idea is not to make money. More information will follow and also will be posted on the state website www.yswimmingnewyork.org .
To review a couple of items. . The open events will be added with the following notations.
There are a number of changes that everyone should be aware of. In addition swimmers and coaches should know that the YMCA will now follow USA technical rules. It is the team and individuals responsibility to be aware of these rules. Some of the basic differences will be discussed later in this information letter. The qualifying times for 2007 short course nationals are posted on the website.
1. We have added some open events as non scoring and with strict cut times to give our better swimmers a chance to qualify for Y Nationals under more normal conditions. As these are non scoring they will not affect the number of scoring events a swimmer may enter. The events would be 400 IM, 200 Back, 200 Breast and 200 Fly. Talk to your league commissioner for more details.
2. The National Y has made major changes in the Officials program. There will be 2 levels of officials. Any person taking the officials course after September 2006 is considered a Level 2 Official. Those who were Level 2 Officials under the old program will need to recertify under the new program as the their certification expires. Until then they must make themselves aware of US rules. Present US certified officials can skip the Level 1 course and register for the Level 2 course if they wish to become Y certified. All new officials must start with the Level 1 course. Remember being Y certified does not make one US certified and being US certified does not automatically make one Y certified. National is working on the process for dual certification.
