NEW YORK STATE YMCA SWIMMING & DIVING CHAMPIONSHIPS
RULES FOR 2009 -10
SECTION 1 THE FOLLOWING GOVERN THE NYS SWIMMING AND DIVING CHAMPIONSHIPS
A. The current USA-S Technical Official Swimming Rules, with the exceptions listed herein or in the information of the entry form.
B. Current National YMCA rules that govern competitive sports.
C. Current Guidelines Adopted Concerning National YMCA Age Group Competitive Swim Programs with the exceptions noted herein.
D. Special rules as adopted by the YMCA State Competitive Swimming & Diving Committee with the approval of the Northeast Regional Committee and the National Competitive Council.
SECTION 2. REGISTRATIONS OF ASSOCIATIONS AND INDIVIDUALS
A. Individuals or teams that wish to compete in the New York State Swimming and Diving Championships must send in a registration form by the deadline date listing all swimmers and divers who wish to enter the meet. These lists will be used to check eligibility for the meet. Only those Associations that register their swimmers and divers by the deadline date will be eligible to enter the State Championships. (note even though their is no longer a registration fee teams must submit a roster)
B. The team registration form must be submitted by January 15, 2010. Teams may register after that day and until FOUR weeks prior to the Championships but must pay a penalty of $10 per boys and $10 per girls team. Make Checks payable to: NYS SWIM COMMISSIONER
C. The team registration form or a facsimile, must be used. To aid checking eligibility each age group should be grouped together, boys and girls listed on separate sheets. The following information is required: full name, date of birth, age as of Dec. 1, age group classification.( A HY-TEK computer list is acceptable listing each age group separately.)
D. The team registration form and each page must be signed by both the director responsible for the program and the Executive Director of the local YMCA Association.
E. Individual Registrations may use the team form or a letter signed by the Executive Director of the local YMCA
Association.
F. Send registrations to the NYS Swimming Commissioner or his designee
SECTION 3 ELIGIBILITY
A. In order to be eligible to participate in the New York State YMCA Swimming and Diving Championships, a swimmer must:
1. Be a member of his/her local YMCA and must hold a full privileged membership for a minimum of ninety (90) days prior to the first day of the State Championship.
2. Have represented her/his local YMCA in at least three (3) inter association meets within N.Y. State or dual swimming meets prior to the State Championship meet during the current season (September through March) for the same team on two separate dates.
3. Have met or surpassed the minimum qualifying time for any event she/he enters in the NYS YMCA Swim Championship. Times achieved in relays will NOT be accepted to qualify for individual events unless it is a certified lead off leg. Times achieved in 20 yd. pools can be converted by multiplying the time by 1.28 subject to the following restrictions. For 20 yd and 40 yd events. Only individual medley and relays can be converted for 80 yd and 160 yd events .
4. Phone or paper meets will not be accepted as an official required meet.
5. A triangular meet will count as only ONE (1) inter - association meet.
6. Class A & B boys and girls can achieve qualifying times from a high school or junior high meet provided they have met all the above requirements.
7. Proof of participation in three dual or inter - association swim meets must be furnished at the championship meet by the COACH upon request by the Meet Committee if a swimmers eligibility is questioned at the meet.
8. Have represented ONLY his/her local YMCA in a any open competition during the current season (October 31 - March). He/she may NOT represent any other club or organization other than his/her represented YMCA, during this time only, if they wish to enter the NYS YMCA Swimming and Diving Championship. A swimmer may transfer from one YMCA to another by obtaining consent from the original YMCA and followthe National YMCA guidelines.
B. Any student who attends a scholastic institution beyond grade 12 and who represents that institution in swimming or diving competition during the current season may not participate in the NYS YMCA Swimming and Diving Championships.
C. If an association does not sponsor a swimming or diving competitive program, an eligible athlete may participate in the NYS YMCA Swimming and Diving Championship provided his/her entry is approved by the State Commissioner and in agreement of his/her local YMCA Association's Executive Director. This waivers only the requirement of SECTION 3. a 2: all other requirements must be met.
D. The host association may enter all of their swimmers in the state meet even if they have not met the qualifying times.
E. Swimmers must achieve a time in the preliminary heats not more than 3% slower than the state qualifying time. Failure to meet this criteria may result in the coach having to prove the time before the swimmer may compete in the remainder of the meet. Proof consists of a copy of US swimming, YMCA, or high school official results dated from September 1 of the current season through the entry deadline for the Championship Meet.
SECTION 4. ENTRY FORMS
A. Entry forms must be completely filled out and submitted prior to the entry deadline February _____ 2010.
B. All entries must list only the eligible swimmers and divers who upon request are able to show proof of membership and participation as indicated in Section 3, A-1, A-2, A-3.
C. Entry fees will be established each year by the New York State Swimming and diving Committee. The same fee will be assessed for both the Boys and Girls Meet. The entry fee must accompany the entry forms or the entry will not be accepted by the host association. The present entry fees are $4.25 per individual event and $17.00 per relay with $.50 per individual event and $.50 per relay event being forwarded to the State Committee for operating expenses. There are no longer any surcharges or team registration fees.
SECTION 5 PARTICIPATION
A. Swimmer's age group eligibility is determined as of
December 1, 2009for the State Championships
Example 1. A swimmer born on Dec. 1 1996 YMCA age will be 13 for the entire season.
Example 2. A swimmer born on December 2 1996 will be 12 for the entire season.
B. Swimmers may participate in their age group if qualified in 5 events 2 of which must be relays. The Open 200 yd Free relay and 200 yd Medley relay and individual OPEN events are non - scoring events and do not count in this total. The total individual events is 6 for the meet includes age group and open events.
C. Each association may enter unlimited qualified swimmers or divers in each individual event.
D. Each association may enter only one (1) relay in each relay event. Relays will be timed finals with the ALL heats swum in the finals session on Saturday for classes A,B,C. On Sunday all relay events will be timed finals in the preliminary sessions for classes A,B,C.

F. All events will be seeded in a pre-seeded program with preliminaries, consolation finals and finals in classes A,B, C. The 8 & under and 10 & under divisions will be timed finals. All relays will be timed finals.
G. The order of events for preliminaries and finals is specified in Appendix D. It provides for Class C, B, A preliminaries in the morning and Class D & E in the afternoons.
H. Relays- A team may list 8 entrants from their roster for each relay. Any four may swim.
I. If an association enters an individual in more than the allowable number of events the association will accept the 3 entered individual events and the first 2 entered relays with the remaining events or relays being automatically scratched. If an association enters too many relay teams in an event the first relay listed will be accepted, and the others scratched.
SECTION 6 AWARDS
A. The host association must provide similar standard awards for each swimming and diving event. In a six (6) lane pool awards will be given for first through sixteenth, medals for 1-8and ribbons for 9-16. The first 6 places will be determined by the final. The 7 &8 place the first 2 finishers in the consolation final, 9-12 by the consolation final. Places 13-16 will be determined by the preliminary results. In an eight (8) lane pools awards will be given for first through sixteenth (16), medals for 1-8 and ribbons for 9-16.
B. High point awards will be given for first, second and third place team scores in each age group for the swimming events.
SECTION 7 BEHAVIOR AND SUPERVISION
A. Each association will be responsible for its' represented team members including the damage costs.
B. Adult supervision of all swimmers is required for team participation. Each entered team must provide listed supervisors (adults) with their phone numbers. Lack of supervision of an entered team and any problems created by the will result in the disqualification of the involved team from the entire State Championship.
SECTION 8 APPEALS AND PROTESTS
A. Any problems protests, rules interpretations, etc will be handled by the Meet Championship Committee. The committee will be the Meet Referee (ex-officio), the State Commissioner or Designee (no coach), the Meet Director and an elected official (may be a coach).

SECTION 10 DIVING
A. General rules
1. Diving will not be counted as a swimming event.
2. Diving will not be scored with the swimming events.
3. Diving rules for each age group are given in APPENDIX C
4. Proof of ability to perform listed dives may be required by the Meet Committee. Proof to be furnished at the Championship Meet by the coach shall consist of an official diving score sheet signed by the diving referee. It must be dated between September 1 and the meet entry deadline date.

c. All dives must be listed by number, nomenclature, position and degree of difficulty as stated in the current USAA Swimming Guide.
d. It shall be the responsibility of each coach to check and certify the compliance of all dives and divers.
e. All dives shall be checked for accuracy by the diving clerk prior to the start of competition.
f. Preliminary round
Classes B, C, D,
At the end of four completed required dives the final field will be reduced to 12.
Class A
At the end of 5 dives 3 required and 2 optional the final field will be reduced to 12.
2. Class D (10 and under) five dives, 4 required and one optional from any group.
3. Class C (11 & 12) six dives four required and 2 optionals from any 2 different groups.
4. Class B (13 & 14) seven dives four required and 3 optionals from any 3 different groups.
5. Class A (15 -18) ten dives 5 required and 5 optionals from 5 different groups.
APPENDIX D EVENTS IN ORDER: This is the order for scoring events but will have to be redone to incorporate the OPEN events.
